Longhua is spearheading a transformative model to optimize its business ecosystem through cutting-edge technological solutions, setting a national benchmark in smart governance.


By integrating artificial intelligence (AI) with big data analytics, the district has launched groundbreaking platforms—including AI-powered investment attraction, risk management systems, and policy calculators—to streamline services, preempt challenges, and empower enterprises throughout their life cycle.


At the core of Longhua’s strategy lies its AI-driven big data analysis and investment attraction model, redefining traditional business attraction approaches. Leveraging a database of over 50 million Chinese enterprises, the system analyzes key factors such as company scale, workforce size, and intellectual property to map industrial chains.

Aligned with Shenzhen’s “20+8” industrial cluster strategy, the system generates industrial chain analyses tailored to Longhua enterprises, identifying gaps and targeting high-value projects in sectors such as IT and cybersecurity. It also tracks cross-regional investments and analyzes the investment tendencies of enterprises in its database, enabling precise outreach to potential investors.


Complementing this is a proactive AI safeguard that monitors 360,000 local firms, including 7,020 key enterprises. By analyzing real-time operational data, it detects anomalies—such as production slowdowns or financial risks—and flags them for immediate intervention. Integrated with Shenzhen’s city-wide government service platform, this system has been replicated across the city to assess risks for over 20,000 manufacturers, solidifying Longhua’s role as a regional leader in business environment optimization.


The district has also significantly enhanced policy delivery efficiency by streamlining the application process for enterprise-related subsidies and preferential measures.


By replacing traditional application and approval procedures with automated eligibility checks and direct disbursement via its smart governance system, Longhua has distributed 116 subsidies totaling 2.05 billion yuan to 827,900 beneficiaries—the largest such initiative in Guangdong Province.


An AI-supported matchmaking system further simplifies access, allowing enterprises to input their criteria and instantly match with 329 subsidies across 12 departments. In addition to targeted subsidies, the system can automatically identify and recommend other eligible incentives, providing broader opportunities for businesses.


Longhua’s digital overhaul not only enhances operational efficiency but also fuels Shenzhen’s ambition to become a global innovation hub. As data flows replace paperwork and AI anticipates challenges, Longhua’s model serves as a blueprint for the future of urban economic ecosystems.
